Adding on to what @MrDenz @bluematter and @HeavyMorning have said, I believe other CMS (Wix, Joomla, etc) besides Wordpress are given a slight boost in the rankings sometimes.
Boost, for lack of a better word. I've seen 3 page Joomla sites out ranking WP sites with 100s of articles and nearly perfect on-page SEO.

Google does it often. Whenever one kind of sites reach extinction, they boost them to revive them. It has happened earlier with Tumbler, blogger, wordpress blogs, personal blogs, etc.
The most prominent example is if we search for movie reviews, we're mostly getting wordpress.com blogs, reddit, forums, personal blogs in results which wasn't common earlier.

If you choose best keywords it will give you best results for sure and dont forget you should do best onpage SEO for your site. In Korea its quite possible.

My experience is you can rank without BLs if there is no competition or the kw you target is not searched a lot. If (like in your case) it's a competitive kw as you say, then they have a hidden network of sites they send backlinks from. There is no way to rank a highly search kw without backlinks, even with perfect onpage seo. That's my personal experience though.
