Ideally you should be considering both. Relevancy matters a lot so does the quality of your backlinks. Just avoid getting backlinks from spammy website which accept almost anything.

Just avoid high spam score sites.
Then prefer niche-related sites - these gives you additional high-quality traffic also.
If you could get some traffic from those for about a month, then your ranking will go up rapidly.

honestly both, but if you're on a budget lower DR is cheaper.
Just make sure they are not spammy whichever you end up using
