News YouTube channels

Hi guys, recently I came across many YouTube channels that are livestreaming all the same stream. They are monetized and big channels. How is it possible that they are monetized?

Example:

And many more.
How is it possible that these channels are monetized and are not getting reused content or even worse strikes?
I get it, these examples are from WEF which might be free to use for everyone, but other streams from CNN, BBC, Reuters, White House most probably have copyright, how does it work? No strikes? No reused content? No lawsuit?

Also many of these channels are using videos from big news channels like CNN, AP, Reuters, BBC...
They just add little bit of commentary verbal or written and that's it. Is this legal? If not illegal, is this enough to get monetized?
Is it fair use to just take clip from TV and add verbal or written commentary to not get strike and monetize channel?

If they edit, analyze, comment on, or use a small portion of the video for educational, critical, or entertainment purposes, it may qualify as fair use

How you know they are monetized? Also it is possible that same guy might be owning all thr channels.

100% they are monetized because there is a "Join button" you MUST be monetized to get that. No it's not the same guy. Big news channels also livestream those events like BBC, FOX, CNN, MSNBC + all these random smaller channel and "news" channels

They don't edit livestraems it's literally same stream. No edits no cuts...

1. In my experience, YouTube does not see identical content until it is reported. 2. All the videos posted are different in length, which means they are basically different. 3. Perhaps the videos do not have copyright and were not originally intended for YouTube, which means there is no one to complain to - the original recording from which everything is copied has not been posted.

The topic is interesting - if there are any other arguments, I will be glad to read them.

Are they broadcasting different broadcasts like this or are they just broadcasting Trump's speech?

You are wrong. YouTube and monetized creators see what content is being stolen/reused by other creators. As you can see in the photo that I uploaded. It's my monetized channel and people who stolen my videos, I can strike them etc. Again you are wrong length doesn't matter your video can be 1h long and someone will take 30minutes or 3minutes it will show in your copyright tab.

Yes some of these videos/livestreams are public domain, but still it doesn't explain why they are not being hit by reused content bot.
The original is being posted by WEF and it was livestreamed by original creator + all these big news channels + all small channels.
