News Channel Monetizable???

Hey guys, please, i wish to start a news channel and i wish to get clarification from an experienced YOUTUBER/NEWS CHANNEL OWNER for explain to me, as to the below:

Are individuals allowed to monetize their personal new channels? Are there limitations?

I am asking because news seems to attract a lot of Controversy, so don't know if individuals are allowed to monetize their news channel, but my plan to search for trending news channel, prepare my own script, prepare voice over, make the video and share on YouTube.

I am not a big Youtuber, but from what I can see from experience. Yes. penguinz0, DramaAlert, Scarce definitely make money from Youtube. Scarce does not sell any merch, so you can logically assume he does make money but I am not sure if voice over only will attract viewer. It is more of personality and appearance along with a good sense of judgement through opinion.
