Yes you can. You can even reply to them. You can't just start one, that's it.

you can . Just ask who you want (by tagging them) to send you a private message and then you can reply to that.

Yes you can, just be sure to not sell anything by pm or mods will ban you very quickly

As others have already stated above, you can receive messages, but if you are wondering if you can create a conversation; you need to hit 15 posts to have the ability to PM a user.
