You'll get them after 15 non spammy posts. It is not immediate but that opportunity will kick in.
But your issue is buying something from a seller so do what I said to get done what you need done.

Don't spam for that!! Do as @BassTrackerBoats said. Only think about your post counts if you like to stay in this community and share your thoughts and/or participate in discussions over here. There is zero reason to spam.

It will take some time. This forum is using cronjobs to actually upgrade your account permissions to send private messages.
You can logout and login and it will start working.

You just joined yesterday and you already have over 15 posts? Perhaps most of them are "hi", "thanks", "yay", "nay"? Stick around for a few days. Participate in useful discussions... ask useful questions, give your input in topics you are well versed with. Read the forum... i tell you, you will learn a lot. Don't rush and post just for the heck of increasing post count... avoid getting banned. As for your credit card statement, i'm sure it can wait for a few days longer.
