Newbie questions about reddit accounts getting shadowbanned

Newbie questions:

1. If the IP of my mobile changes all the time (it's rotating) then why do I even need a 4G mobile proxy? If they ban my account, can't I just make a new account using my phone's hotspot (and it would produce a new IP already)?

2. Why do people say I don't need an anti-detect browser, if I got tons of my accounts banned before won't they lock onto my laptop or browser's fingerprint?
 
you can make accounts using your phones hotspot, though they will all be in relatively the same location so if you scale up high enough you'll eventually run into issues
you should use an antidetect browser, you may get away without one when you use few accounts

thanks how does it differ from using a 4g proxy (while fixing it in the same country say the US), do you mean the range of the rotations is wider, compared to using a single US sim card ?
