True.But i found this less risk and quick for starters.Many newbies trying CPA ,affiliate etc but don't know how to generate traffic and optimizing ctr for conversion.In that case they are loosing all money on fancy shiny courses and tools. That's why i suggested arbitrage.

Arbitration traffic is also a big risk. If a newbie buys traffic. He will lose money. And he will lose them. Because he has little information on how to buy and where to buy. And this requires investment.

You don't need to buy traffic for arbitrage. Least where basic arbitrage happens. Simple example Ali - ebay. Konkor - fiver or another market etc. Basically it happens on classifieds / market places or forums.
