Newbie Backlink Strategy, Does it Work?

Hi guys,

I just wondering a strategy as a kinda newbie..

My website has around 40 high DA, indexed backlinks. I do not really see any good effect on my SERP.

What IF , I create 39 backlinks to 1 other backlink, and repeat for each one, like a loop?

Does this improve the strength of my backlinks? Or is this a simple penalty catcher?

I am not an expert on PBNs but web2.0 blogs are hard to index mostly, as I know.. I have a blogspot web2.0 blog which I use to index my backlinks, but all web2.0 blogs on blogspot is an issue. It requires Google accounts at first, which makes it dangerous, I guess.

Not exactly a Link Wheel, assume that you are buying Tier2 links from High DA domains to your Tier1 links.

In this case Tier1 = Tier2

All links from High DA and EDU&GOV domains.

Is this link wheel.? If yes, this is penalty catcher. If not, still this looks unnatural.
