New youtube view method?

ok so i recently bought from 1k views from a website (not allowed to say), and noticed that all of their views are coming from 'youtube advertising' under my analytics? how are they doing this? only owners of youtube channels are able to make an advertisement for their own video on youtube.

Negative. If you have a public video URL, anyone can create an ad. EVERY channel should be doing at least some sort of advertisement. Whether it's $5/day or $500/day, whatever your budget can fit. You should utilize this, I have a bit of experience with this so if you have questions just ask here.

would it be cheaper to just by views from google itself rather than from another service then? if they are clearly just buying ads it would seem logical.. how much would it cost for say 1k views from google then?

It could be cheaper if you know who to properly target, yes. Also, yes, buying views from Google directly is best.
