Having content prepared makes the job easier once design is done, content can be inserted and all's done.

My 2 cents
 
Content comes first, but be sure to decide what theme framework to use so you don´t get into problems later on when you start designing your site regarding to your rankings.
 
I always start with design first, I don't know why. But you'll still need both to be great, so don't get stuck on which is first :)
 
Content First then design it way the developer have a clear idea what was he doing
 
Knowing the text and image content of a website in advance, makes it much easier for the developer to style certain elements of the website, compared to using dummy content as it allows to structure the design in advance. Otherwise adaptations of finished design later are often required as the customer content won't fit nicely length or spacing wise.
 
Content, then design the website accordingly and not with lorem ipsum.
 
The design should be ready when you add the content, but it's a good thing to have a content strategy before starting the whole project.
 
Its always Best to have Design First but you need Headings of the Content before you go to design, So that you can use those headings and design with dummy content under it, Later the content writer will fill those content area

If You write content first then, Some time Most of the content may turn useless. But some designers design the websites based on the contents

Still I choose Design First with All headings written first include sub headings
 
Content-First-Design is the approach that everyone should follow. If there is no content, the design is meaning les, so content created first, handed over to the design to create appropriate layout.

see what theme you want to use then you can think about the content as the design will be there long after the content is created
 
It's depends on a website, a product, or any other form of content.generally recommended to start with the content first. Once the content is defined, you can design it to effectively present that content to your audience.

You should focus on content, but do not ignore design at all. Both are important, and the best way to create a site is to develop both to your best capabilities :)
 
Content first. You can't create an effective design if you don't know the product or service (and all of its specifics) that you're selling.
