On page SEO should be done first and then the seo off page.off page is basically just link building.On page seo needs to be done first because you have make your website more relevant to the users query with proper title tags,keywords,and authentic content and tophi gave you correct answer Target only Keywords
 
If you just started your website then you have to focus on first on-page SEO. On-page SEO is content, look of the websites and etc. Then you have to start off-page SEO; at that, you make meta description, link building, social sharing, and many off-page SEO activities to rank a website in few months.
 
There are following some SEO points for new website.
Google Listing
Business Listing
Guest Posting
Press Release
Social Media
Classified Ads
Social Bookmarking
 
In the first 6 months i would just focus on content, then try to do some multi tiered link building combined with new content every week and some social media for some extra taffic.
 
start small, go into very specific niche, and make several thousands words articles as your very first contents (probably first 5-10 articles)

then start expand slowly from your core niche. If you have bigger niche, consider to cover all the topics first before expand into a new correlated niche.

just like post above, focus on content first on several months, then do tiered backlinks. And don't forget to update regularly, aim at least once every 2 weeks, or once every month.
 
On-page: there are plently of guides online and what to do and how.

Off-page: look for creating a backlink profile organically and via social networks, forums, reddit, quora, medium. Start this way, with content that can answer various users questions and post on these platforms.
