I have a client who wants to save $. He has a business (service based gmb) and asked for a second website. He wont take out a second phone number for the new website. Can I make citations for this website using the old websites phone number and address?

It's generally not recommended to use the same phone number & address for citations across two separate websites. Especially for a service based GMB listing. Here is why:

you would forward the google voice number?
 
I'd suggest having the client use a Google voice number. Their cheapest plan is $10.

Doing it the way you suggested in your post would lead to cannibalized results between the clients two sites/listings.
 
Using the same phone number on two sites is considered a duplicate listing and may confuse search engines. It is always better to use unique numbers
