If you have time and your contents line is stable, create a new one will be better. It won't lead to wrong audience targeting in ads.

If you have already a page with your target audience, I think renaming the old one would be the most viable choice.

But if the old page has any restriction even if its sold, it's better to start with a new one.

What is your old page doing? is it a sale, a community page, or a personal project? if you are selling and want to create a completely new page, use the new information. if your page already has influence on the community, you can create the same page.
