What is your old page doing? is it a sale, a community page, or a personal project? if you are selling and want to create a completely new page, use the new information. if your page already has influence on the community, you can create the same page.
 
Using old fanpage will have certain benefits too: likes, followers, etc..
 
Using a new page may require a lot of effort to rebuild the potential customer file. But using an old page gives a better display rate, if it is on the same topic. I created a new page and it is fine.
