As a casual user, Twitter's pretty much normal. You get to see a lot more relevant ads and promotional accounts too. It's a proper mess on the other side though, far as I can see.
I don't think the admin of such a big platform should be in the public eye. He monitors the messages and changes the logo when he feels like it.
I think this is un-institutional behavior.
