New to guest post need help

So quick about me: I’ve had a finance blog for a year just recently got serious last 3 months and have been putting up posts more frequently. Still only getting around 50-90 impressions a day on google. Looking for some backlink building along with my increased posting. Reached out to some sites in my niche and got a response for paid posts but am confused on what they are saying and don’t want to look stupid.
Along with free post they offered me two other choices.
The site has a DR of 31
1. Publish fee post: $xx for 3 do follow links, 700 word minimum, unique, Yoast SEO=orange
2. Publish fee link: $xx article and link must be pre approved

also offered a Site with a DR of 54 for “slightly higher fees”

so question is first what do these both entail? I don’t want to ask too many questions and look silly. Also would it be worth to pay extra for a higher DR at this early stage of the game?

• Cultivate relationships with experts in your niche
• Research the type of blog posts they publish (Topic, Headlines, Intros, Word Count)
• Reach out to them with three winning guest post ideas
