My on page SEO is spot on. I have done internal linking as well. Haven't created social profiles though. All my new sites are indexed in google.

You're looking for some weird reason/excuse. It's either your on-page or your pbn links. It's not some weird issue with google and new sites.
On-page seo is a lot more than just having some keywords in the title and h1. With strong silo'd on-page content you and zero backlinks you would be ranking page1-2 for some longtails and in the top 100 for your core terms unless it's a hyper competitive niche.
There really aren't that many niches out there with that much competition. Plenty have strong sites on the first 1-2 pages, not that many have 10 pages of strong sites for every keyword.
You probably know a lot less about on-page than you think you do.
What you need to do now is create a fresh site with fresh content and get a couple of social links to get it started, then leave it and see where it establishes. If you don't get any rankings from any longtails from on-page + basic social, then the problem is your on-page. You could of course just convince yourself it's some weird new google problem and pretend your on-page is spot on of course.
