Begin by checking your average position in GSC. If you're ranking below position ten, adjusting your titles won't help, since users rarely scroll that far down the results.

It's helpful. What do you suggest for keyword research?
 
I'd improve titles and CTR first, then gradually build relevant backlinks to promising pages.
 
If there were any impressions for the site, I would consider looking into the titles and CTR otherwise, since the pages are relevant but do not click through, it would be simpler to improve them rather than build links.

try using gtmatrix and google page insight to make it better. Title and descriptions are essential for getting notices. Focus on quality content and understand the Algorithms to get better reach.

I would examine your specific queries and positions first. If you’re sitting between positions 20 to 50 then I would focuses on content relevance before I started buying backlinks CTR fixes becomes more important when you were already on page 1.
 
I'd look at the queries getting impressions and see if the title actually matches the intent that's usually where I'd start.

If impressions are coming in but rankings are still low, backlinks can help more than CTR changes. Titles are worth testing once some keywords are already close to page 1, otherwise there’s not much traffic to improve yet.
 
Focus on titles & CTR first. If you’re getting impressions but few clicks improve your titles/meta descriptions to make them more compelling. Once CTR improves, start building quality backlinks to boost rankings and traffic.
