New Site: Best practices for building backlinks?

New guy alert.

I was looking at many of the highly rated service threads on the SEO-Link Building board. Several stated to be careful if it's a new site.

Are there link building services that should be used initially with a new site? I was looking at "Speed Rank Reloaded" and "Sherlock Hacks" among others.
