How important is it to hire an seo consultant, at what point and what if anything can or should a noob do ?

My site is about a tech not a forum.

Either you buy SEO services or not, best would be first to learn yourself and understand things you are going to either do yourself or hire someone. That way you know how to hire someone, what the budget should be, and most importantly what kind of results to expect.

Learning is important thing for SEO, you should know about basic stuff's before hire a SEO consultant otherwise you may get some problems too.
You can find plenty Tutorials and E-books for SEO on Google or follow thread threads like this :https://www.blackhatworld.com/seo/how-to-rank-a-quick-guide-for-newbies.781273/.
