New Project - Looking for Black hat SEO Expert

I am new to this forum. I am looking for an experienced black hat professional to get my project started and teach me the techniques to run my project .

Summary of the project.

We are running an independent support solution for online troubleshooting PC, Mac, Antivirus , MS Office and other software solution issues . Once people start searching for their issues online they will see a safe page ( We need to create and optimise that safe page for listing fast and getting real traffic from USA, Canada, UK and Australia ) and then cloak it to the money page and they will end up calling us.

Scope of the project

1. Need to optimise few safe pages to show instant results through search engines
2. Need to cloak it to the money page
3. Need to maintain that pace for some time. And then if require another safe page to be optimised and do the above things again .

I need someone extremely experienced in Black Hat SEO to help me in the project.

It's bit thought question to answer. We already setup a 250 seater call center. Now we need more business to survive. That's the reason. I am weak in getting quality leads to this. That's why looking for an expert to help us.
