If you were banned before and need to create a new gmail account.. does it matter if you use the same phone number on the gmail email account when signing back up to adwords..
I mean does the system track back to gmail account info to track you?
Google Track everything. I would recommend use new IP address, New Phone no, no recovery email, create new account, everything should me fresh and add manual payment option.
