Is there anyway to make my paypal checkout page like this?

Yes. Look under Business Tools or Selling Tools. You should find a section for checkout, add to cart, etc. I believe now you need to register your cart with PayPal for it to work.

That's is not possible at the moment.
But the post is old so there might be some other way to activate this page.

I bet that new design would increase sales rate, the current one does not even show the option to check out as a guest.
