u just need a new bank account to register it with

I don't remember them asking for one. But that shouldn't really matter. As far as I know you can have multiple paypal accounts. But you can only have one credit card, bank account, etc linked to one paypal account. So if they are linked to another one you can't link it to your new one.
I use to use Paypal before they **cked me!
I used paypal only on ebay selling $20,000 every 2 weeks!
They froze my account and still have my money!
I now have a merchant account! Get one!
I also have a non greedy paypal alternative! They are
just like paypal but NO FEES!
They give you $25 just for signing up by May 15th!
They sent my $25 the same day!
