yes you are able to use vpn to create account.
Almost all email account need phone verification, gmail sometimes don't required to verify using phone number in some case.
there are still email account that do not need phone verification protonmail is one example, you can optionally use other email for verification.

That's ok to use VPN to register email addresses, whatever kind of email addresses.

We are far away from the days that it was possible. Email providers like protonmail might work. Top tier providers like gmail, yahoo will not be available to create them though.
