Would you recommend a website first before beginning app work?
 
Well you can find Angel investor.
but i suggest you learn first at least you must understand the basic and frame work how the app is created, and marketed.
Otherwise 90%chance, you just waste your time and money
 
What help do you need here ? As you do not have idea about this, you will have to get the app developed by someone.

Yes I'm going to learn app development via tutorials online and try my luck. It's no rush but just want to get going. I do not have money for paying someone to develop
