I've been using formulists (sorry not allowed to post links yet) for a couple of weeks now and have had decent success with it.
Start at the Select Lists or Add Lists section. Go to Find New People. There are 4 basic types of lists there: People Like Me, People Like Somebody, Who My Friends Talk To, and Mutual Friends. All of the lists are self-populating and auto renewing. The theory is people watch their list counts and will at least check out who has them on a list and may well (in my experience) follow you back.
The beauty of the lists is they are necessarily targeted if you start from a somewhat targeted account.
These are the settings I use (you need to be signed in to understand):
Top Matches Cut Off 10 (the lower the number the more uniques you get)
Exclude People I Already Follow From List
Under Basic Options
Description -- rewrite to be niche specific
Max List Size -- 500
Profile Filter
fill in the first two for your niche if you want
Last Tweet Age --30-60 days
And there you have it. These lists are auto-updated every few days. You are not following people in the traditional sense so this is not subject to follower limits. Fewer and fewer people check their new followers, but people still love to be listed.
