Yes you can use it that way. But don't spam the hell out of these ip's. A lot depends on what you use it for. I have 4 connections and i use them to manage (manually) Multiple gmail, reddit, & other social accounts. If you use these carefully they will save you a lot of money.

Why would you use the ip as a proxy at all? Why not just use it as it is? You can use only one ip at the same time provided by your ISP. When you disconnect, your actual ip is gone and you get a new one. You won't keep having access to all those ips.
Anyway, if the connection is ADSL, it's not mobile broadband, not 4G, so those ips cannot be transformed into 4G proxies.

It depends on where you live. In my country everyone has a dynamic IP address that changes every time the modem is restarted, or even when the connection crashes. Some ISPs don't offer static IP addresses at all, and those who do charge an additional monthly fee.

In that case, no, you can't do that. It's dynamic ip, but not 4G.
