His method is tagging people on comments

Now he has over 99.5K Comments ( each comment has at least 10 Mentions ) which means over 1m people tagged!!
The funny thing is that he didn't get banned or blocked which is weird!

Anyone know this method?
PS: he 's making a hella money with this money to be honest lol
