New Instagram best strategy ?

Back in the day I had a personal Insta with 500k+ so I'm familiar with insta. I started using Instaget and got a decent following before it went to shit and bots sucked (I was liking 50k+ photos a day).
I am starting up a new niched instagram based around cars. I live in a wealthy community near La and have a burning passion for cars. I'm not sure what the best way to go about gaining active followers. I am ready to invest a decent amount money as long as i gain active followers. I would like this to be a long term account with possibilities of making money with the account. I also don't know if i should be running any bots. I have looked at purchasing promos and posts from accounts in my niche and i think I will try that.
If anyone can help me out with the current ways to build an account it would be greatly appreciated.
