That limit is only for people who aren't following you. And why would you wanna send multiple messages to the same person, if they aren't responding? That's just spam.

I did bother to read the original post, and what he is referring to is a new IG policy that allows you to send only one message to someone who isn't a follower of yours. That's it. That's all it is, and there's nothing you can do about it. It's for everyone, as far as i can tell.
So, what is it that you feel i didn't understand? Maybe you can explain it to me.
