If you have a group or public page you can start with adding more relevant and sometimes entertainment content. You need to reach some good level of interaction so you will increase your EDGE rank and your page publications will become more frequent on users' pages, so their friends can see them and interact. Etc..

Yes. But that will help to have some good results over th long run. I think that time would be good investment in this case.
or asimpler strategy is to build Facebook page with Facebook ads for page likes (0.06-0.20 USD per like cost cap). Then invite the page likers into your group (facebook allows this via group invite button) and then you can build your own FB group and control what people are in it and what is being posted and discussed. You will have to be very active yourself
