Hello I want to know the process of SEO for a new domain website. How can we start building links to a new domain website? How much time it will take to get keywords ranking? Please help me

1) So you have made site already , if not Find easy competition in starting . Add 10 Articles at least . In homepage add 1000 words of article and other 500 will be ok . Do On Page Seo this is equally important with Off Page .
2) Now In Linkbuilding You can do following .
a) Do Social Bookmarking in top 30 Sites
b) Make Web 2.0 Profiles in Top 50 Sites .
c) Make web 2.0 blogs in top 20 sites or top 10 .
d) Make Social Media Pages and share your site there .(Fb,Twitter, etc )
e) Now Most important is Homepage blogpost or paid post .

With all above your site will showing rankings in top 5 pages atleast, (Depend on Keyword also)
It can take 2 week to 1 month to show rankings, can be 1 week also but Average 2 to 1 month .

If you do not have enough budget , I can give you 10 blogpost free in my blog network, you have to give me articles or pay for article .
Rest other stuff you can do yourself also .

If you cover three dimensions then success will be yours. First thing is technical SEO, Second dimension is On-page SEO and Third one is off-page SEO which means link building on referral sites.

Start from the very basic.Use blog comments to get some good niche related,targeted traffic.That will get you backlinks also.
Signup on web 2 sites, some of them do offer do-follow backlinks and all of them provide good Trust Factor.

Well,it depends.I say 3 weeks top,If you do things right.
One advice i can give you from personal experience is learn and apply silo structure,when you are starting up the site itself.
Silo structure gives you 3 times more chances,when it comes to crawling success rates.
