Looks like the only way to find out if penalized is to buy it and add to GWT.

No, the only way is to know what you are doing. I can tell with 99.5% accuracy whether the domain is fine to use or not and I really don't need GWT for that

i already bought an expired domain which i thought had good metrics for its price ($10). now i hesitate to use it as a review site. i wouldn't ask for a due dilligent examination for sure but will be happy if you can have a look at it.

So did you put a site up on your expired domain or just redirect it? If the latter, I'd not thought of that.

Sooo, you bought an expired domain, add it to GWT and then redirect it? I'd not even thought of that. If this technique works why are we building PBN's?

thing I noticed u need to Understand
Learn metrics of a domain
301 redirect is normal pointing to a front page or inner page don't affect no foot prints forget it...
Learn this lot then your no all about domains.
Use moz and majestic and semrush learn the meaning of all the metrics
2nd look up time factor of a new domain and a expired domain indexing times(( testing u))
Use href app understand backlinks and use moz for spam scores.
Understand penalty of a domain (( have u got any lol))
Understand the metrics and results see if the domain worth buying, it all can be done from my recommendation above.
Learn to disavow a domain name throw Google web tools
