i translate content from english to arabic is that a new content for google or not ?

It's fine, especially if done manually and add your own twist to it.
 
Google doesn't consider a translation to another language as duplicate content. Google doesn't consider the same content translated into different languages as duplicate content.

Yup, definetly you can choose English article and translate on your own and use on your site. It is not affect your site.
