I think as a general rule when you buy from a new traffic source, you need to test it before sending it to your main website.
You can make a subdomain off your main website, put a single page on it (with no links to your main website), and send the traffic there. Use a click fraud detection service to watch the traffic, and let it run for a few days.
If you have very low rates of click fraud, you're good to go. If the amount of fraud is high (it may be 100% bots) you know you cannot use it.
