Can't you answer this with your own imagination? Think about it: PayPal is a financial company. Why would they leave a loophole like that, since you couldn't possibly be the first person to think of this idea? PayPal engineers would be fired quickly if this was a bug!

there are website which sell 1 virtual addresses to shit ton people so really not with the imagination part. its the suspended account that counts or not

Yes, you can use the same address, but a different office number or apartment number is required. You must have a friend nearby, so request to use their address. I'm using the same address but a different office number, and the accounts are based in Dubai. So that works for me.
