You can consider web2.0, blog comments, directories, etc. But these are mostly useful only to diversify your link profile.
The real game changers that will dictate your SEO results are authority links from relevant sites towards your highly relevant content.

Specifically RE the PR sites you listed, what would you recommend for sites on a lower budget? $99 per release is steep for some people, unless that would net you tons of links.

Any link from a high authority site citing as reference a useful and insightful relevant piece of content will never be frowned upon by Google, no matter if said content is published in a 10 year or 1 month old blog.

But you are right, build gradually. But if you are outreaching manually, just by yourself, and not in a huge scale, the 'gradual building' of links will come naturally. It's not like you are going to contact 100 people and get 50 links on the very next month.
 
I prefer Guest Post is a great way to start backlinks.
 
if you have a much money, you can use fb ads for drive traffic to your website. note: you should create a good looking fansfpage

When to use PR release after launching website( after a week or a month?) and How many PR links can be use? How much each link cost Newswire or PRWeb ?

As soon as you can. Even the same day you launch your site. You can use as many as you want. They are usually sold as a package, you can just do a quick search on the marketplace. I think there is a relatively cheap one in the marketplace that provides about 350 PR links for $75 or so.

Do they actually help to rank? Or is it just to make your website more visible in google?

They mainly help in link diversification. This is especially key if you are looking to embark on serious link building like guest posting, niche edits etc and looking to push important anchors/keywords
 
I’d go with social media to start then slowly move onto guest posting on related high ranking blogs. Just start off slow and keep it consistent and you’ll get results.
