new bing ads account???

I am from the country of 3 world, successfully worked in bing ads. But they recently blocked their account without explaining the reason. All new registrations led to blocking. Help please how to create a new bing ads account.

No one knows how to do this, or is everything okay, but am I the only one who blocks bing ads?
