I have access to new and verified OF models who want to sign with agencies.

I'm thinking of creating a subscription-based service and sending a set number of leads to my subscribers, but I'm not sure if there will be enough demand for this service.

Do you think this could work? if so, how much should i charge for it?

Why dont you just create your own agency run them on your own youll get more profits
