new affiliate program posting rules?

Hi BHW,
I was wondering if I can post about a new affiliate program our bank is offering. I saw the rules about 15 posts before sending a PM, 90 days, special rules on CPAs, but I do not know if that applies to this scenario. If Pofecker or another admin permits me, I will explain about our program, which I think will be of interest to folks here.
