The proxy feature of the ACMS stopped working with the last update, and it had slipped my mind when I was making the bugfix. The issue was this: AssociatedContent had updated their article uploading POST data. They also changed some URLs around. The PROXY CHECK feature on ACMS was checking the proxies against a page that did not exist on the AssociatedContent server anymore. Therefore, it was returning "404 Page Not Found" errors, even with working proxies. Since the program scans the resulting page for a certain line of text to verify if it will connect to AssociatedContent.com, it wasn't able to discern whether or not the proxy worked or not.
