Are there any networks that let you lock content with video ads? Instead of having a person complete a cpa offer or download a app to unlock a locker I’m wondering if there’s a network that locks content with a video ad? Thank you

Only if your content is video content, as far as I know.

i've never used them, but when SWIM uses "watch free movies" sites, the movies often require the user to watch 5s of a youtube video; the locker is operated by AdSpyGlass https://www.adspyglass.com/
