doesn't always work anyway - I recently tried to knock off a weaker page for an event that was sitting between my 2 sites (#1 & #3). I threw over a million spam comments at it every day for a week or so (using 3 copies of SB) and nothing happened. It didn't go up or down.
(before anyone goes mad at me - it was my event and he was just leaching off me. My site at #1 sold 80% of the online tickets anyway, and my site at #3 sold about 5%. I just wanted the missing 15% - and had always wondered about the old neg seo thing.)

Morals aside, to successfully attempt negative seo, you need to think like a noob with a huge arsenal. For instance take zennoposter and grab an article and blast that shite with shitty spin content for tier 1. Use spyglass to make that link profile as nasty and spammy as possible.

Morals has nothing to do with it for me, it is just the fact that you must be very naive to think whoever's site you blast are just going to sit there and take it. Likeliness is your site will be taking a blast too, so all in all, it would be better to out rank the natural way.

For the most part I'd you can't seo then you can't negative seo. It's possible in a lot of cases, but that doesn't mean any noob with a copy of scrapebox can do it. That being said... You're probably going to just make the competitor stronger.

Usually it's some freak with a web site that has a gripe and is damaging someone's online reputation. Could just as easily be a bunch of lies as the truth (there are a lot of crazies out there).
In a lot of cases, there's nothing legal that you can do about it, in US you can say a bunch of nasty stuff without getting sued but that still can cause damage, or else it may be totally illegal but the site is outside of jurisdiction, so one of the few things you can do is negative seo.
