Not an expert on this but from what google says they are detecting and automatically discounting negative seo. I suspect that is due to complaints about the time spent disavowing and inability to practically disavow thousands of links. The problem is that you'll probably suffer until what triggers the automatic discounting of negative links. You can disavow but that is going to be a lot of time spent. Might be more valuable to spend time trying to build/improve alternate sources of traffic.

You can block the access to put any spammy links. May be competitor doing it.

this is what ahrefs showing , before was 15k backlink with 3500 RD , its strange that RD not showing correctly im sure cause backlinks from lots of different domains and Ahref show +700 in RD but 700k in backlinks .
its 20k daily average and nothing changed in ranking but its not stopping and im worried it take effect later . im used disavow tools but im sure i cannot find all links
