Bought a SEO package here in Aug,2022
This is what happens then to our site.

I would say... some SEO packages sold are good to improve "your" rank, as long as you buy them for your competitor.
I guess this is the so-called "Negative SEO" ??

As long as Google penalizes websites, negative SEO is possible

Yes obviously. But we have to keep watch our backlinks profile and need to disavow the spammy links to avoid getting affected by the Big 'G'.
