You can't, and you won't have to unless you're in the most competitive of competitive markets (payday loans, I'm looking at you).
Just focus on building your sites.
If you're building a white hat site and have a huge amount of natural links, negative SEO won't work anyway.
On the offchance that it does happen, just keep on top of your Google disavow forms and disavow the links as they come in.

You can save your website from negative SEO by monitoring the backlinks. And that can be done easily by the Google Webmaster tool. Hence make sure that the Google webmaster tool is present in your site. Since if Google webmaster tool set up in your site, you will receive the alert for the suspicious activity. Apart from this, you can also report the negative SEO attack to Google's Disavow, it is also a great tool.

mate use the monitoring tool it helps to monitoring uncharacteristic website and low quality domains
1.setup a google webmaster tools and email alert.
2.monitor your social media
3. keep a track of your backlinks.
4. protect your content from getting polarized..
these are things which help you to protect from negative SEO attack.

Sounds like something Matt Cutts would say...or did say. The truth is, negative SEO reaches every market and it's only going to get worse once the average site owner becomes aware of it. It will eventually be plumber against plumber, florist against florist.
That's not true. Link based negative SEO, if done correctly, will tank almost any site. Just recently, I watched an attack unfold (over 3 months) on a DA 57 site that had 1200 referring domains - all natural white hat links. The site now has 20K referring domains and 300K backlinks showing in Ahrefs. The site ranked number one for it's best keyword, now it's #6. It's still on the first page because of it's authority, but I think it will be buried by the next update.

Not true. We've had some clients that were victims of negative SEO. It's almost amazing how effective it can be. I am suprised that there's not more of a problem that there is with sites targeting competitors this way.

You can monitor your backlinks and add the spammy ones to disavow tool from Google webmasters tools. It's a headache though and not very efficient if they are always attacking you.
