if client not satisfy just refund , it's better than taking negative review

Depends. If it was well deserved you can't do anything more than hoping that someone still orders it and leave a positive review, you can also buy reviews. If it's something you think you didn't deserve, you can ask the support to revise/remove it.

Have 4-5 your friends ordering your service and giving you positive review It will cost you $2 each positive review, but it will establish your service.

While back Fiverr staff was very friendly and cooperating in removing negative reviews if the buyer was not fair. But now i think the policies has changed, they do not remove the negative reviews anymore

Fiverr doesnt remove review again even if the gig is cancelled. You can buy reviews to push down the negative review and concentrate on delivering excellent service to garner glowing reviews. Again, dont discuss with the client on gig removal then contact the support. If you contact support after you solicit for the review removal from the client, support will scrutinize your account and you end up with either a warning, demotion or ban.
