But for sure, PayPal is breaking law of most european countries, they are located outside EU, Luxemborg and because huge tax income, Luxemborg goverment created law for them, but in most european countries, especialy in EU:
a) payment processor isn't the side, it cannot decide to refund your customer, only court can do it
b) paypal agreement is trash, no private agreement can be against country law, it's 5 minutes judge in court to win against PayPal
c) chargeback? Yes, but you need to be informed in 14 days that customer made the chargeback, not "unauthorized account usage" and you have next 30 days to win against customer, it's only situation that you can be charged and owe money to payment processor
d) paypal knows about it, in Poland I have hundreds of post that paypal sent arvato debt collector, but no single post about court, why? Because if PayPal will loose, they will pay fee (something arround 1/3 of debt)
e) if paypal wants to win in court, he needs to come physicaly, any absense on the first court hearing = loose

In Europe, in my country it's arvato debt collector, I said him "fck off". Debts collectors instead courts and goverment's executioner haven't any rights here.
I also told them to fuck off for $300 or something and they did.
I'm from Eastern Europe and if the debt it's higher than $500 they might go to court and execute the items on your name, house, car, salary etc. But if you don't have anything on your name it's fine, they won't send you to jail.

They will never go to court because they will loose! Agreement with paypal is trash, you made a transaction with your customer. In most cases, customer have 14 days to ask you for refund, 10 days if product bought online and you have right to refuse refund. Then customer need go to court and sue you.
PayPal haven't any rights to refund against seller will. Especialy "product is not delivered" or "product is different", who will judge it? Helpdesk in PayPal? Good joke. Chargeback is little different but also not 180 days and also you need to be informed with details, also about bank response in 14 days.

Well I am in the US. If they send me to debt collections I'm gonna tell them the same thing "fck off" because I do not deserve to pay for Paypal's mistake of letting someone pay me with a fraud e-check.
My main question is, will Paypal try and charge my bank or any card on file to retrieve the money?
