just disavow the domains if you are worried about it. Penguin 4 should ignore them.
But Google specifically says:
"This is an advanced feature and should only be used with caution. If used incorrectly, this feature can potentially harm your site’s performance in Google’s search results. "
and
"In most cases, Google can assess which links to trust without additional guidance, so most normal or typical sites will not need to use this tool."

So if your rankings haven't tanked you could just wait and see. Maybe Penguin is ignoring them and no action is needed.

You can disavow links resulting from negative SEO. But, you need to go through your backlinks profile regularly to save your site from Negative SEO.

I would agree with validseovalidseo, from what I've read googles policy isnt to penalies a site for bad backlinks, but to simply nullify any ranking increase from the links. If your serp rankings dont change i wouldn't worry about it.
Though if your still worried I would focus on removing the blog comments first. Though its not like ranking updates are instant... you've got plenty of time. no need to rush.

If you rank because of spammy links and then google started ignoring those then you would naturally fall in the rankings. Disavowing them might do nothing for your rankings... middle of page two doesn't feel like a huge penalty. You could build some quality links and see if you start to recover some rank. If so it might just be that your link spam no longer helps you and never will again. Be careful though. If you build spam style you might get flagged for manual review.

Find all your website backlinks and then disavow the bad ones in googles webmaster tools.

People are still disavowing links? Jeez, stay away it is almost 100% pointless now. I always stayed away because my theory was disavow was a honeypot

Thank you RayBay, we have submitted a disavow, however the question we have is which is worst, ******** blog comments or forum profiles? So we can keep an eye out for which is going to damage the site most.
Well that is not true...negative attack happend and site dropped after neg links got indexed!
